Send Bulk WhatsApp Messages

How to Send Bulk WhatsApp Messages Without Getting Banned (2026)

You can send bulk WhatsApp messages three ways: a broadcast list in the WhatsApp Business app (free, capped at 256 contacts), Meta’s in-app marketing messages feature (up to 500 contacts per send, 250 sends in your first 24 hours, 7,000 per 30 days), or the official WhatsApp Business API (starts at 250 unique users per 24 hours and scales to unlimited). Bans come from three things: unofficial bulk tools, messaging people who never opted in, and getting blocked or reported often enough to drop your quality rating.

And since 1 October 2026, more message types are billable — marketing messages cost $0.0250 each in the US and $0.0118 in India, so the same 10,000-message campaign is $250 or $118 depending purely on where your customers are.

Most guides on this tell you to “get consent” and “use approved templates” and stop there. Fine advice, but it does not tell you what a campaign costs, how the tier ladder actually works, or what to do when your rating goes red.

This guide gives you the real numbers: the limits, the per-message rates, the quality rating mechanics, and what Meta changed on 1 October 2026 that most published advice has not caught up with.

What counts as a bulk message on WhatsApp?

A bulk message on WhatsApp is one message sent to many people at once, where each person receives it as a normal one-to-one chat rather than seeing a group. There are exactly three legitimate ways to do it, and one illegitimate way that gets numbers banned.

RouteWho it suitsCostHard limit
Broadcast list (WhatsApp Business app)Under 256 customers, occasional sendsFree256 contacts per list
Marketing messages (in-app feature)Small businesses wanting simple campaignsPaid per recipient, varies by country500 contacts per message, 250 sends in the first 24 hours, 7,000 per 30 days
WhatsApp Business API, through an official providerAnyone sending regularly or at scaleMeta’s per-message fee plus a provider feeStarts at 250 unique users / 24 hours, scales to unlimited
Unofficial bulk senders and modified appsNobody“Cheap”This is the main cause of bans

One catch on broadcast lists that trips people up: a recipient only receives your broadcast if they have your number saved in their contacts. So a list of 256 strangers reaches almost nobody. Broadcast lists are for customers who already know you.

The real limits, in actual numbers

Meta’s in-app marketing messages feature

Straight from WhatsApp’s own help pages:

ThingLimit
Contacts per single message500
Messages in your first 24 hours using the feature250
Messages per rolling 30 days7,000
Does Meta check before sending?Yes — Meta reviews marketing messages before they go out
What happens if you break the rulesTemporary or permanent suspension of your access to the feature

WhatsApp also says these limits “may vary by user”, so treat them as the published ceiling rather than a guarantee.

WhatsApp Business API tiers

This is the ladder that matters if you send regularly.

TierUnique users you can message per 24 hours
Starting limit, new business portfolio250
Tier 12,000
Tier 210,000
Tier 3100,000
Tier 4Unlimited

How you climb it:

  1. Complete Meta business verification
  2. Keep your quality rating at Medium or High
  3. Use at least 50% of your current limit across a rolling 7 days
  4. Meta checks whether you qualify every 6 hours

Two things people get wrong here. First, your limit is shared across your whole business portfolio, so registering extra phone numbers adds no extra capacity. Second, a new portfolio can register 2 phone numbers; a verified business can register up to 20.

The 24-hour customer service window

When a customer messages you first, a 24-hour window opens in which you can reply freely. Separately, if someone reaches you by tapping a Click-to-WhatsApp ad, that conversation can stay free for up to 7 days. These windows are the cheapest messaging on the platform, which is why the smartest campaigns are built to get a reply rather than to broadcast at people.

Why WhatsApp bans accounts

Three causes, in order of how often they bite.

CauseWhat it looks like
Unofficial toolsModified apps, browser extensions, “unlimited sender” scripts. Using them breaks WhatsApp’s terms outright
No real opt-inBought lists, scraped numbers, importing everyone who ever called you
Blocks and reportsEnough people tap “Block” or “Report spam” that your quality rating falls

There is also a difference between being restricted and being banned:

StateWhat you can still do
RestrictedUsually still reply to customers who message you, but cannot start new conversations
Marketing feature suspendedKeep your account, lose access to marketing messages
BannedLocked out until an appeal succeeds

The honest bit: Meta does not publish ban thresholds — how many reports, over how long, before action. Nobody outside Meta knows the exact numbers, and any article quoting a precise threshold is guessing. What is published is the behaviour that causes it, which is the list above.

Quality rating: how Meta scores you

Your quality rating is a traffic light on your phone number, visible in WhatsApp Manager.

ColourMeaning
🟢 GreenHigh
🟡 YellowMedium
🔴 RedLow

Meta weighs three things: blocks, spam reports, and positive engagement (people replying, tapping your buttons, not leaving).

What changed, and why a lot of advice is now wrong

Older guides say a falling rating immediately cuts your sending limit. That is no longer how it works. A red rating now stops you progressing to the next tier rather than demoting you from the one you have, and the old “Flagged” status no longer exists at all.

That is a meaningful difference. A bad week slows your growth; it does not instantly shrink your capacity. But it also means a red rating can quietly freeze you at 2,000 users a day for months while you wonder why the upgrade never arrives.

How to pull a rating back up: stop the campaign that caused it, send only to people who recently engaged, give every message something genuinely useful, and make opting out easy and obvious. Ratings recover as fresh positive engagement replaces the bad signals.

What bulk WhatsApp messages really cost in 2026

This is the section nearly every guide skips, and it is the one that decides whether a campaign makes money.

Meta changed the rules twice recently

DateWhat changed
1 November 2024In-window non-template messages became free
1 July 2025Billing moved to per message, priced by category and country
1 October 2026Service messages are now billed. In-window utility messages are billed. Meta Business Agent messages are billed per token

If you read an article written before October 2026 that says service messages are free, it is out of date.

The rates (Meta’s July 2026 card)

MarketMarketingUtilityAuthentication
US and Canada$0.0250$0.0034—
United Kingdom—$0.0220—
India$0.0118$0.0014$0.0014

India’s authentication-international rate is $0.0304 — more than twice the local marketing rate, which catches out businesses sending login codes across borders. UK utility rates fall with volume, from $0.0220 down to $0.0165 above 80 million messages a month, though volume bands apply only to utility and authentication, never to marketing.

Meta Business Agent messages are priced differently again: $2.00 per million tokens, which works out around 4–5 cents for a typical message of 20,000–25,000 tokens.

Your free allowance

1,000 free service messages per business phone number per month. It does not roll over, it resets at midnight in your messaging account’s timezone, and charges begin at the 1,001st message.

What a real campaign costs

10,000 marketing messages, one send:

MarketMeta’s feePlus a typical provider fee of $0.004/messageTotal
India$118$40$158
US / Canada$250$40$290

The same campaign, to the same number of people, costs nearly twice as much in North America as in India. Nothing about your business changed — only where your customers live.

And compare categories in the US: 10,000 marketing messages cost $250, while 10,000 utility messages cost $34. Same platform, same effort, a 7× difference, decided entirely by which category Meta approves your template as.

The thing providers would rather you did not notice

Meta’s fee is identical whichever provider you use. It is a platform fee paid to Meta. What differs is the provider’s own charge on top — one well-known provider adds from $0.004 per message, others charge a monthly plan instead.

So no tool can make bulk WhatsApp messaging free, including ours. If a product implies otherwise, it is either hiding the Meta fee in a credit system or routing through something unofficial. Ask which.

Opt-in that actually counts

“Get consent” is the advice everyone gives and nobody defines. Here is what defensible opt-in looks like.

RequirementWhat it means in practice
ClearThe person knew they were agreeing to WhatsApp messages from your business by name
SpecificThey agreed to the kind of messages you are sending, not “updates” in general
RecordedYou can show when, where and how they opted in — a timestamp and the source
ReversibleOpting out is easy, obvious, and honoured quickly

What does not count: a phone number in your till system because they once bought something, a number from a bought list, a number scraped from a directory, or a number that called you once about something unrelated.

A simple record to keep. One row per contact: phone number, date, where they opted in (website form, in-store card, checkout tick box), and the exact wording they agreed to. If a complaint ever lands, that row is your answer. Keeping it costs nothing and takes a spreadsheet column.

Note that privacy laws differ by country and some require stronger proof than WhatsApp’s own rules. This is a plain-English summary, not legal advice — check the rules where your customers live.

Message templates: approval, rejection and appeals

For anything outside the 24-hour window, you need a pre-approved template. Meta reviews it before you can send.

CategoryWhat it coversRelative cost
MarketingOffers, promotions, announcementsMost expensive
UtilityOrder updates, receipts, appointment remindersMuch cheaper
AuthenticationOne-time codesCheap locally, dear internationally

The practical lesson is in that cost column. A message framed as a genuine order update is categorised as utility and costs a fraction of a marketing message. That is not a loophole to game — Meta decides the category, and miscategorising deliberately is a good way to get templates rejected. But it does mean genuinely useful messages are the cheap ones, which is a rare case of the incentives pointing the right way.

Common rejection reasons: promotional content submitted as utility, placeholder variables left unexplained, misleading or incomplete sentences, and anything implying affiliation Meta cannot verify. If a template is rejected, you can edit and resubmit, and Meta provides an appeal route in WhatsApp Manager.

Honest limit of this section: Meta does not publish guaranteed review times or a public list of every rejection reason, so treat timelines quoted elsewhere with suspicion. Build a few days of slack into any campaign that needs a new template.

Best tools for sending whatsapp bulk message campaigns

The best tools for bulk WhatsApp campaigns are official Business Solution Providers, because they connect through Meta’s approved API rather than working around it. Well-known options include Wati, AiSensy, Interakt, 360dialog, Twilio, Telnyx and SleekFlow, plus our own WhatsApp and Telegram marketing bot. Whichever you pick, Meta’s per-message fee is the same — compare them on the provider fee, the campaign tools, and whether they are an official provider at all.

What to checkWhy it matters
Is it an official Meta Business Solution Provider? This is the question. Unofficial tools are the number one ban cause
How do you charge on top of Meta’s fee?Per message, or a monthly plan? Both are fine, but know which
Does it show my quality rating and tier? You cannot manage what you cannot see
Can it import a list with an opt-in date column?Keeps your consent record attached to the contact
Does it handle opt-outs automatically?Manual opt-out handling is how businesses get reported
Can it segment by recent engagement?Sending only to engaged contacts protects your rating
Does it schedule in batches rather than all at once?Dumping 20,000 messages in one minute is a bad signal

Where our own tool fits, and what to verify

We offer a WhatsApp and Telegram marketing bot inside our $14.50 a month plan, alongside our WhatsApp chatbot for replies and support.

Because this article is about not getting banned, here is the question to put to us before you use it for bulk campaigns, and you should put the same question to every vendor on the list above: does it connect through the official WhatsApp Business API as a Meta Business Solution Provider? Ask us directly, get the answer in writing, and if any vendor is vague about it, do not send a campaign through them. Unofficial routing is the fastest way to lose a number that is printed on your shopfront.

Also remember that whatever your tool costs, Meta’s per-message fee is separate and unavoidable. Budget for both.

How to send bulk WhatsApp messages safely: 10 steps

  1. Pick the right route. Under 256 customers who have saved your number? A broadcast list is free and fine. Anything regular or larger needs the API through an official provider.
  2. Complete Meta business verification before you need the capacity, not after. It gates the jump to 2,000 users a day.
  3. Clean your list. Delete anything bought, scraped, or older than about a year with no engagement. A smaller list with real opt-in outperforms a big cold one and will not get you reported.
  4. Record the opt-in for every contact: date, source, and what they agreed to.
  5. Write the template to be genuinely useful. Useful messages get categorised as utility, which costs a fraction of marketing, and they get blocked far less.
  6. Submit templates days early. Review takes time nobody can guarantee.
  7. Start small and warm up. Your first campaign should go to your most engaged few hundred contacts, not your whole list. Then build volume over weeks — and remember you need to use 50% of your current limit over 7 days to earn the next tier anyway.
  8. Send in batches, not one burst. Spread a large send across hours.
  9. Watch your quality rating daily during a campaign. If it slips to yellow, stop and reassess before it reaches red and freezes your progression.
  10. Reply to everyone who answers. Replies are positive engagement, which is what protects your rating — and a conversation inside the 24-hour window is the cheapest messaging on the platform.

Seven mistakes that get numbers banned

  1. Using an unofficial “unlimited” sender. The saving is not worth the number.
  2. Importing everyone who ever contacted you. A past enquiry is not consent for marketing.
  3. Sending the whole list on day one from a brand new number.
  4. Hiding the opt-out. People who cannot leave politely will report you instead.
  5. Ignoring a yellow rating. It is a warning, and it is free to act on.
  6. Never reading replies. Unanswered conversations look like spam to Meta’s signals and lose you the cheap window.
  7. Registering extra numbers to get more capacity. Limits are shared across your business portfolio, so it does nothing.

If you get restricted or banned

SituationWhat to do
Quality rating turned yellowPause campaigns, message only recently engaged contacts, improve the content
Rating turned redStop all broadcasts. You are frozen at your current tier until it recovers
Marketing messages feature suspendedReview Meta’s terms for the feature, fix the cause, follow the reinstatement route in your account
Number restrictedYou can usually still reply to inbound messages. Do not start new broadcasts
Number bannedAppeal through WhatsApp’s in-app or web appeal process, explaining what changed

Before you appeal, fix the cause. An appeal that promises nothing specific tends to fail. An appeal that says “we removed the imported list, we now record opt-in dates, and we have stopped using X tool” is a different proposition. And keep your customer list backed up outside WhatsApp, because a banned number takes your chat history with it.

How we researched this

The limits come from WhatsApp’s own published guidance on marketing messages (500 contacts per message, 250 sends in the first 24 hours, 7,000 per 30 days, with Meta reviewing messages before sending) and from published 2026 documentation of the API messaging tiers and the quality rating system. The per-message rates come from Meta’s July 2026 rate card as reported in October 2026 provider documentation, including the 1 October 2026 change that made service messages billable.

We have flagged what is not published: Meta does not release ban thresholds, guaranteed template review times, or a complete list of rejection reasons, so we have not invented any. The campaign cost examples are our own arithmetic from those published rates. We sell a WhatsApp marketing tool, which is why our own section tells you to ask us one specific question in writing before trusting it with your number. The opt-in and legal sections are plain-English summaries, not legal advice.

Frequently asked questions

How many bulk WhatsApp messages can I send per day?

It depends on the route. A broadcast list in the WhatsApp Business app is capped at 256 contacts. Meta’s marketing messages feature allows 500 contacts per message, 250 sends in your first 24 hours and 7,000 per 30 days. The official API starts at 250 unique users per 24 hours and scales through 2,000, 10,000 and 100,000 to unlimited.

How do I increase my WhatsApp messaging limit?

Complete Meta business verification, keep your quality rating at Medium or High, and use at least 50% of your current limit across a rolling 7 days. Meta checks your eligibility every 6 hours. Registering more phone numbers does not help, because limits are shared across your whole business portfolio.

How much does it cost to send a bulk message on WhatsApp?

Marketing messages cost $0.0250 each in the US and Canada and $0.0118 in India, so 10,000 messages is $250 or $118 before your provider’s fee. Utility messages are far cheaper — $0.0034 in the US — and you get 1,000 free service messages per phone number per month. Meta’s fee is the same whichever provider you use.

Why does WhatsApp ban accounts for bulk messaging?

Three reasons: using unofficial bulk-sending tools or modified apps, messaging people who never opted in, and collecting enough blocks and spam reports to drop your quality rating. Meta does not publish exact thresholds, so the only safe approach is official tools plus real consent.

What is a WhatsApp quality rating?

A traffic light on your phone number — green for high, yellow for medium, red for low — based on blocks, spam reports and positive engagement. Since 2026 a red rating stops you moving up to the next messaging tier rather than cutting your current limit, and the old “Flagged” status no longer exists.

Can I send bulk WhatsApp messages without the API?

Yes, in two limited ways: a broadcast list of up to 256 contacts in the WhatsApp Business app, which only reaches people who have saved your number, or Meta’s in-app marketing messages feature at up to 500 contacts per send. Beyond that you need the official API through a Business Solution Provider.

Are bulk WhatsApp message senders legal?

Official routes are legitimate and are what Meta provides. Unofficial “unlimited sender” tools break WhatsApp’s terms and are the main cause of bans. Separately, privacy laws in your customers’ countries may require stronger consent than WhatsApp’s own rules, so check locally — this is a summary, not legal advice.

What is the cheapest way to message customers on WhatsApp?

Get them to message you first. A customer-initiated conversation opens a 24-hour window where replies are the cheapest messaging on the platform, and a conversation starting from a Click-to-WhatsApp ad can stay free for up to 7 days. Campaigns designed to start conversations beat campaigns designed to broadcast at people.

The bottom line

Sending bulk WhatsApp messages safely comes down to three things: use an official route, only message people who genuinely said yes, and grow your volume slowly enough that Meta’s tier ladder keeps up with you.

Then do the sums before you press send. At $0.0250 a marketing message in the US and $0.0118 in India, a 10,000-contact campaign is a real cost, and utility messages do the same job for a seventh of the price. The businesses that win on WhatsApp are not the ones broadcasting hardest. They are the ones getting customers to reply, because that 24-hour window is where the platform is cheapest and the conversations are best.
